E-Delivery Notes Transform Daily Operations for Carriers
The e-delivery note system has the biggest impact on the transport sector. Drivers who previously carried paper delivery notes now must have access to electronic documents during transit.
MATP Mobile App for Carriers
The Ministry of Finance developed MATP (Mobile Application for Transport Carriers):
- View assigned e-delivery notes — drivers see all notes for their routes
- Confirm pickup — driver confirms goods are loaded
- Confirm delivery — confirmation that goods were handed to the recipient
- QR code scanning — quick retrieval of delivery notes
- Offline mode — basic functions work without internet
Three Mobile Apps in the System
| App | Purpose | Users |
|---|---|---|
| MATP | Transport and delivery | Drivers, couriers, carriers |
| MAP | Goods receipt | Warehouse staff, recipients |
| MAK | Control and inspection | Inspectors, authorities |
Driver Obligations
Before Departure
- Verify the e-delivery note is created and visible in the app
- Confirm goods pickup in the app
- If no internet — have a paper version with hologram sticker
During Transport
- Have access to the MATP app on phone or tablet
- On inspector's request — show the e-delivery note in the app
On Delivery
- Hand over goods to recipient
- Confirm delivery in the MATP app
No Internet? Paper Version with Hologram
The law provides a backup mechanism:
- Sender prints 3 copies of the e-delivery note
- Each copy must bear a hologram sticker with a unique serial number
- Distribution: one for sender, two for driver (one for recipient)
- After internet is restored — mandatory entry into the system
Hologram stickers are printed by the National Banknote Printing Institute with security-level protection.
Roadside Inspection: What Inspectors Look For
- Access to the e-delivery note — in the MATP app or paper with hologram
- Shipment data — goods type, quantity, sender, recipient
- Creation date/time — must be before departure
- Status — must be "in transit"
If the driver cannot show any proof — this is treated as goods movement without a delivery note, with fines up to 2,000,000 RSD.
Practical Tips for Transport Companies
- Equip all drivers with smartphones with the MATP app installed
- Ensure mobile internet — corporate data plan or vehicle WiFi
- Train drivers — 30-minute training session on the app
- Stock hologram stickers in every warehouse
- Integrate your TMS with e-delivery notes — automatic creation from transport orders
- Implement a DMS for archiving — all notes must be kept for 10 years
Conclusion
E-delivery notes are the biggest change for the transport sector since the introduction of tachographs. Drivers need the mobile app, companies need the infrastructure, and hologram stickers must always be available.
Arhivix connects to the e-delivery note system and automatically archives all notes — your drivers work with the app, the DMS handles storage and compliance.
