Before You Start: What You Need
- Company tax ID (PIB)
- Company registration number
- Qualified electronic certificate — the same used for e-invoices on SEF
- Authorized user — legal representative or authorized person
- Email address for notifications
Step 1: Access the Portal
Navigate to eotpremnica.mfin.gov.rs. This is the production portal. Test first on the DEMO environment (demo.eotpremnica.mfin.gov.rs).
Step 2: Authentication with Electronic Certificate
The portal uses qualified electronic certificates for authentication — smart cards, USB tokens, or cloud certificates.
Step 3: Company Registration
- Tax ID and registration number — system pulls data from business registry
- Contact details — email and phone for notifications
- Entity type — public sector, private sector, entrepreneur
- Locations/warehouses — enter all locations you ship from
Step 4: Adding Users

Step 5: Configure Locations
For each shipping/receiving location, enter: name, address, contact person, and GPS coordinates (optional).
Step 6: Test on DEMO Environment
- Create a test delivery note
- Send it to a test recipient
- Confirm receipt
- Check the paper version printout
- Test API integration (if using software)
Step 7: Create Your First E-Delivery Note
- Click "New delivery note"
- Select shipping location
- Enter recipient (tax ID or company name)
- Enter carrier details
- Add items — goods description, quantity, unit
- Specify vehicle and driver
- Click "Send"
Common Registration Mistakes
- Expired electronic certificate
- Wrong tax ID — must match the certificate
- Insufficient authorization
- No locations configured
- Incompatible browser — use Chrome or Edge with smart card drivers
